My website includes a specialized dictionary.

There is an intro page to the dictionary, which includes links to individual index pages devoted to "A" words, B,C etc.

The intro page also contains duplicate content -- the whole dictionary combined onto that page, because it is rich in keywords. It also contains a list of the words in the dictionary, linked to the actual definitions. It also repeats key words like "glossary" "definition" "dictionary."

Most of my content has PR 3 or 4.

The dictionary intro page does not register at all, although the definitions pages it links to rank as 3.

Is there a way to tell if the intro page is being filtered out, or punished for keyword spamming?

When you say the page doesn't register at all, are you saying it's not indexed at all (check with site:yourdomain.com to see) or are you saying it doesn't carry any Google Tookbar PageRank number?

If it's the former, how are the subsequent pages getting indexed. If it's the latter, don't worry about it because you're wasting your time even looking at the Google Toolbar PageRank number.

Yes.

I've often heard that PR tells very little. But does the complete absence of a rank suggest it is being penalized?

Do pages filtered out as duplicate material have no page rank?

Not necessarily.

I don't think they give you any particular sign these days.
