Carefully evaluate it and decide if it will be something useful to the type of people who visit your site.

Never add a link to your site that doesn't meet that criteria and you'll be fine.

No, PR has nothing to do with traffic. And toolbar PR has nothing to do with anything (for the most part).

How likely are you personally to return to and utilize that site as a resource? If your answer is, "Not at all", then why bother linking to it?

Generally I don’t use any of my partner sites as a resource so I should forget link exchanging?
And one more thing
Maybe I love an actress while you (as a visitor of my site) hate her or vice versa

If you can't recommend the site you exchange links with to your site readers, then yes, just forget link exchanging. The idea of adding links to your site is to add value to it.

So we get a ton of emails asking for reciprocals, as many of those reading this do. All the above points are very valid, including the "Entertainment Purposes" post by Jill. Although I use the Toolbar PR to estimate the value of a link, it is certainly one of the last factors I check. Yet, if it has a "Zero" PR, there may be some issues based on the site's in-linking that have to be considered.

We use the following reponse to emails that are rejected, and only if it seems that they have taken the time to craft a unique request. (Those that send us automated queries are not given such courtesy, unless we want them.)

Thank you for your interest in exchanging links with (one of our sites). Unfortunately your link does not qualify for inclusion based on a link exchange. I apologize but we cannot give everyone the exact reason we declined a link exchange, but one of the following reasons may apply:

The site is purely designed to host unrelated links ("Link Farm")
Hidden links on the site were discovered
