Maximum Limit And Capitalization

Could anyone please tell me whether the Google Adwords Title limit is 25 characters including spaces or excluding them? What does Google do with the titles which cross the limit by say one or two characters ?
Also, Does Google allow Capitalization on each word in the 2nd and 3rd line of the AdWord?
eg. We Offer You Solutions To All
Your Legal Problems!

On 2nd and 3rd lines, I have seen descriptions both ways with capping the first character of every word and proper grammar. IMHO I think it is best to use proper grammar and leave the titles for capping the first character of every word.

Thanks for the info. But you did not clarify whether the 25 limit includes spaces or not. Can you please help me out here?

you cannot put in more than 25 characters (including spaces) in the head line. It's all WYSIWYG meaning that you se the ad as you input the characters - when you try to put in the 26'th character it disappears again. So you have the final picture of your ad before you accept it to go "live".
