Are you suggesting that your "padded out" example is the full equivalent of widget sales UK? Because I really don't think it is. I think that it would have no greater weight than UK widget sales. If you turned on Googles highlighter and searched for widget sales UK both version would have the same weight. A site with all three words but neither sides with the words immediately adjacent.
And if the text is cumbersome - 'widget sales UK' - then, to add readability, the text can be padded out with words which the search engines ignore - 'widget sales in the UK'.
And I don't think a search in quotes "widget sales UK" would show your padded page at all.
