Depends on what you mean by participating in blogs.
Do you mean if you add your link to blogs? If so, it's basically like the old guest books of yore. Yeah, it will help a bit cuz a link is a link, but it's certainly no long term solution.

Should a link from another site you can easily add yourself be as valuable as a link add after some level of editorial review? Probably not. I'm not sure search engines have fully figured out how to differentiate between the two, but I would expect them to do so over time.

Don't you think that most links to directories are for all intents and purposes added by the user without anyone screening them for quality? If you've got $50.00, you are in? (Or whatever.)
At least with a blog post you've taken the time to share your expertise.

I think there is some level of editorial review at most directory sites. Charging a fee by itself has an editorial effect since a web site owner has to decide whether their site is good enough to warrant shelling out cash to market it.
If you write a script that searches for blogs and automatically posts to them, then you are simply spamming. If you search daypop for dozens of blog posts on a given topic and copy/paste the same take on the topic in each blog, you're contributing to a degree, but not much.
Since most blog owners have the capacity to remove spammy posts, I suppose it is a reactive form of editorial review, but I think that generally should carry less weight than a proactive review.

Directories are pretty editorial.
Beth, you probably haven't heard of blog comment spam. You can buy programs that simply leave your URL in hundreds of thousands of blogs.
