This probably isn't much help, but it's the best I can on this topic...
Do exactly what you'd do for an English site...only in German.
Maybe someone else has something with a little more meat to it!

So a more regional keyword would be:
"Deutsch lernen in Hamburg", "Learn German in Hamburg"

I have also had clients in english, german, dutch, french and afrikaans.
Some of them were two languages, some were four.
The advantage of the other languages are that you usually end up with less competition than if you have to use just english.
Make use of the geographical advantage when you can.
Just do as you would do in english, but you have to think how text would be phrased in the language you are optimising for. You cannot always think of the english text and then do a direct translation into german, since the german text can sometimes end up totally different due to the variety of different words for one thing. I had that problem when I did some translations for a client.

The same optimization techniques can indeed be used as for any other language.
Don't forget the supplementary submission of the site to the World/Deutch section of DMOZ.
When checking rankings on Google, it might be a good idea to change the Google interface language to German because this influences the search results.
