I have idea that the Back Link theory (PR4) is being removed by google , and now it is counting only theme based and there is no question of PR-0 or more. Question is theme of the page where from you are getting link.
I have seen that some non theme based pages having more PR not counted by google, what you will say ?

The PR4 thing is an urban myth, it has never been the case.

And when it changes, including pages that they've known about for a long time, does that mean that they've made an alogorithmic change, or that the broken-ness (probably not a word, but you know what I mean) has changed -- it's still broken, but in a different way?
My personal opinion is that they're just messing with our heads a bit. What they show is what they show, but it doesn't necessarily reflect what they know about, or what they count.

A quick check of sites I keep an eye shows me they are still bringing up backlinks from sites that are off topic so again, don't think this has changed much.
But who knows? Perhaps you're seeing something we're not!!

Really what google shows publicly and what google knows are two different things. Most of the tie all that alters is what is shown, not what is considered in the algo.

One says they are only counting relevant links, another only irrelevant links.
