Submitting To Google

Does frequent submissions in Google affect the website's rankings in SERPs and also its Page Rank. Even though Google says "We do not penalize sites for 'over-submitting', what if my competitors submit my site frequently so that my site may be affected in some way.
Please provide some advice on this as I always have a doubt here.

If you want to get your site indexed in Google get a site already in Google to link to you. Preferably one with a decent PR.

I believe Google largely ignores submissions done through its Add URL function. I believe it is mostly there so people won't email Google all the time asking, "How do we get into your directory?"

Thank you Jill and all who have responded. I now understand not to bother about submissions in Google.
