I've been reading through the 301 redirect posts but am not sure what to do about a specific issue. A client has 1 site with 2 domains. Currently 1 domain does not have a website associated with it.
What is the best approach to have domain B (no site) point to domain A (actual site)? Would this be considered spamming? Also, what domain will Google index?

It's fine to do nothing and just have one domain parked on top of the other.
If you want to redirect one of them through the 301, you'll need to actually make it a real site (as opposed to an alias) and then redirect it through an .htaccess file (assuming it's on an apache server).
