That depends.
Do you intend for each site to address a different market segment or otherwise be differentiated from the others? Are you going to want to come up with three sites worth of unique content? And do you have the time and energy to conduct three full-blown link building campaigns?
Otherwise, it's going to be a lot easier and a more efficient use of your time and energy to pick one domain to develop content for and get links to, and simply point the others to it.
