Why would you care whether the search engines read your CSS file or not?
Opinions vary, and the current crop of spiders don't seem to process CSS anyway, but IMO something like you suggest is going to immediately throw up a red flag eventually. Maybe not today or tomorrow, but someday.

the css file provides code that hides the links and header manipulations

The question shouldn't be whether you can get away with it. The question, rather, is how long you can get away with it and whether you're willing to pay the price when you get caught.

well is this detectable by the spiders if i block them from it with robots then i imagine i can get away with it...?
I definately wouldn't be using this technique...
