I am going to move my site to another IP address because sometimes it is not available if you type it in with www. prefix, but if you go without www, prefix - it loads fine. Like if you go www.domain.com - page cannot be displayed
domain.com - everything is fine. This is my worst problem. And the other thing is wheither it is good to move the site before Google dance or after in order not to loose rankings? Can somebody help with this issues? I will appreciate any advice

The problem you describe is a hosting issue. You can contact your hosting company to resolve thewww.domain.com/domain.com issue.

As for switching ip's, it's no big deal. We did it and hardly noticed. When Google spiders has nothing to do with it.

As Jim said, there should be no problems. I would advise that you keep the site hosted in the old place for about a week after your transfer the DNS just to make sure all the ISP Internet zones files get up to date and there is no down time should someone or a spider be connected to the old nameserver settings.
