If I Am Optimizing For Two Key Phrases

I am targeting "State Keyword1 Keyword2"
and "City Keyword1 Keyword2"

For readability and flow, I just put "City State Keyword1 Keyword2" in the title and first <h1> tag.

Should I just put "City Keyword1 Keyword2 : State Keyword1 Keyword2" instead? My SEO is working, lots of top 10s and top 5s, but I need that elusive number one slot for "State Keyword1 Keyword2" and would love to also rank really high (if not number one) for "City Keyword1 Keyword2".


Any suggestions?

If you are top 5- 10 for a competitive keyword, then Personally I would go balls out to get a handful of good quality links, far less of a risk than messing about with on page stuff.

Thats just me though

I agree with OWG.

Beyond that, why change you main index page at all? Simply create a couple of first level pages that target each of the specific phrases. I've seen cases where the additional relevance of a tightly focused interior page can help to push you further up the SERPs without changing a thing on the main page.

OWG and Randy, I've already got both of those things going on. Working the ole butt off trying to get more good relevant links, and already have the pyramid structure for those specific key phrases feeding up to the top.

That's why I'm thinking of tweaking the copy a little.
