The 100 link rule, is in fact simply a google guideline that is posted on its pages. There is no penaltym, they are simply asking that you keep your outgoing links to under 100 for ease of operation.
Do yourself a favour, and go and have a look at the google website, there is a full explantation of what is good for Google, and what they don't like it really is good info.

It's my understanding that the 100 link rule is, like OWG said, just for ease of operation. Basically, to make sure the links get followed (as in sitemap), don't pass 100 links per page, including left nav. Break it up into several pages if necessary.
As to WHY that is, I'm not sure, but I've never heard of anyone actually getting penalized over it.

As an afterthought, the site that had the 300 links on it, might have disappeared as there were 299 other pages all with the same 300 links on it ... maybe

Google has a FAQ for Webmasters page that tells you exactly what is okay and what is not.
