I dont believe it is, that website doesn't even have a PR 7 itself (not meaning to offend, just making a point)

Yes it is technically possible, Get one or 2 PR 8 sites pages with less inbound links to point to the new site wait till the Pagerank update see what PR you get,

See link Building and Pagerank boost is just our business, Pagerank has only specific importance like triggering deep crawls it is not too important for ranking itself since many other criterias are involved, People are too crazy on Pagerank we get it for them that's all,
They would have been assigned a lower rank to begin with.
It depends on the links wozza, If google is able to pickup the high PR links you get(by buying or what so ever), You will be assigned all the Pagerank you get from those high PR links, We are waiting for a Pagerank update now once it is over you try getting some links from some high PR sites for a new site wait till the next update and see what PR you have,

interesting opinion... but yeah your 100% right where you say that page rank isn't the only criteria.
I know of many page rank 8 sites that are on the second or third page of targeted results where page rank 5 or 6
sites hold first place.
