I have a client's site which is terrible from an SEO standpoint, but they have a PR7. The entire top of each page (title, meta, graphics, etc) is one single include file, and there was literally 0 thought into SEO-ing the site.

My question is, now that they have this nice PR, if I SEO the pages, will this hurt the PR? I can see from a mile away that I can get this client into some good search terms if I where to tweak the titles, descriptions, and text. I just don't want to ruin a good thing.

The most specific question I have is- they currently have an old fashioned links page. This links page uses a rudimentary affiliate tracker that calls a page, inserts to a DB, and redirects the user. They don't even use it, so I was thinking of just linking them to the sites directly (some of them are in my "neighborhood" so I was also thinking I may have a little extra PR benefit from this)

What do you think?

If you're talking about making on-the-page content changes, that will have no effect on PageRank because PageRank is completely and only about links pointing to the site.

So change the copy and tags to your hearts content. With a PR7 you should easily be able to get a good ranking for some relevant and specific keyword phrases.
