I submitted my site to dmoz on June 28. Since my site isn't listed, I am assuming that it wasn't accepted. Should I re-submit?

You should start a thread in the Site Submission Status section of the Resource Zone.
You shouldn't resubmit unless a DMOZ editor suggests it.

Are you implying that I should hear from them sooner or later?

I'm saying that if you post a thread there requesting the current status of your submission, an editor will let you know what's going on. They may tell you that you've been accepted, but your site just hasn't shown up yet, or that you've been rejected, or that something went wrong, they can't find your submission, and you should resubmit.

It took me just 10 months to get listed in DMOZ. Piece of cake.
Trying to contact editors was tough. Someone on another forum was a DMOZ editor and told me that my site had not been refused, which means it was just waiting for someone to get around to it. Resubmitting after six weeks (I think) was recommended. I resubmitted three times, and finally I gave up. Then on a whim, I checked DMOZ a couple weeks ago, and PRESTO! I am listed.
The moral of the story ... using chaos theory to explain the world of SEO works fine for me.
