Should We Optimize The Pages That Already Indexed In Google?

hi,this is karl from china.

we have four websites built 4 months ago.Many pages are indexed now.We can see that by "site:domain" command.But these pages' ranking are not good.

so,we want to optimize some of these pages to improve their ranking,and we want to do these things:

(1) optimize the title,meta title,meta keywords,meta description

(2) optimize the text content

(3) optimize the images's alt attribute and file names.

(4) optimize the internal links

(5) build backlinks for landing pages


but my friend tom said that we shouldn't do (1) (2) (3) (4).because they will do harm to ranking,although current ranking are bad.

what we should is build backlinks and waitting.


Are there anyone who knows exactly about that? Please tell me if we can optimize pages that already indexed in google but ranks bad?

Your content should be so good and remarkable that others will do that WITHOUT being asked or paid.
