What Are The Steps For Improved Ranking ?

I realize this is an open ended question with a multitude of possibilities, but what are the logical / rational steps to improving an existing position for a listing that is curently in the top 10.
I can say that I analyzed the other 9 positions, but what then ??

It is kind of an open ended question since it depends to some extent on what the competition but -
Make sure that your page is optimized for only one keyphrase, sometimes trying to squeeze three phrases on a page will not get the highest rankings.
Get an active links campaign running with the links back being text links of the form <a href="http://xxxxxxxx.com>Keyphrase here</a>.
Insure that all your images have keyword alt tags.
Use an H tag with you keyphrase on top of the page and use the same keyphrase in the the first sentence of the follwoing paragraph.
Review your page to make sure your page title uses your keyword properly.
Make sure you have included the keyphrase as many times as is readable.
This will get you started, but for that last bit of ranking tweak, the keyword rich links will do the most good.

Another thing to consider (if you haven't already) is increasing traffic through optimization of additional pages of your site for other related search phrases.

I've tried many of the techniques you have mentioned. I will try to optimize a page for one keyword phrase and see what happens. My frustration / admiration is in a competitive site www.vermontteddybear.com. It amazes my how they can consistantly be number 1 for many of the related keywords for teddy bears. For teddy bear gift they are 1 and I am 11. For teddy bear gifts they are 2 and I'm 7 and it goes on and on. I try to understand thier secret of seccess, but I haven't had enough experience as of yet.

Since they have the word "teddy bear" in their site's name, people will often link to their site using that copy in the anchor text of the link which gives them some additional help.

I'm currently using a product / service through www.linkpartners.com. We have roughly 200 reciprical links with a 93 percent reciprical percentage.
Do you have any additional link gathering services or products you recommend?

eventually, Google will probably figure out a way to unweight the value of links generated through services like LinkPartners. If you think about it, if the only reason a person is linking to you is because you're linking back to them without any regard for what either site is really about, the value of those links should be fairly low.
A better but more labor intensive strategy would be to seek out sites more relevant to your site through competitive analysis, teddy bear fan sites, etc. who'd be willing to link to you. Those links have the added benefit of generating targeted traffic through the actual link rather than just as a benefit for SE rankings.

We prescreen the link requests for certain categories only, and then review the site before issuing the link.
