Hello.

If I would like to promote my website and make it international (worldwide) and make people find it in in google.com,google.fr etc although my website domain extension is .co.il (IL), it has a negative effect on my website SEO in other countries?

It's not so much that it has a negative effect. It's more like having a ccTLD for a particular country helps in that country and only in that country, so your TLD helps you for users in Israel, and if you were to add a .fr site, that would help you in France.

No. The content/languages of your site and the content/languages of the sites linking to your site and the location of your site's hosting/server and the ccTLD are all taken into consideration by the search engines to provide the best placements possible.
