Welcome to the forum.
Pick 2-3 terms for each page and write your content to feature those phrases. Shoot for 250-300 words per page and include the keyphrases in the title, meta-description, and headings where it makes sense.
Try to get links from other sites to your sites using these terms as link text.
Have you researched the terms to see how competitive they are? Check out the competition and see how difficult they will be to beat.

You need to focus on keyword phrases that are highly targeted to what you offer. "Small business" isn't one of them.

Are you sugesting to get rid of all the phrases that include the term "small business"? His site does include information for and about small businesses. I would probably change the order of some of the phrases for instance I would suggest:
'how to start a small business' rather than 'small business start how".
Even without any research I can't see anybody typing the later term into a search engine. But 'small business" is his niche so to speak. I can't imagine optimizing the site without using the term as part of some keyword phrases.

it looks like you're currently targeting the term Small Business Administration throughout your site. While that term has a high search volume, it seems like people would be looking specifically for the SBA when they search for that phrase. Try thinking from a small business owner's perspective when researching terms. For example, if I'm looking for information online to help me grow my small business I'll probably search for something more specific than the terms you've mentioned targeting.
