Question, If i get a recently expired domain and it had by chance high page rank and high links counts will i retain them on the rereigesterd domain?

Yes you will retain the PR & the links, but I doubt you will keep either for too long when people realise your content has changed. Not telling them it has is a little deceptive IMO.
However if it is a domain in the same game as you, and the content and links are to remain relevant, then I say its a bit of good fortune

I saw posts at WMW some time ago where GoogleGuy claimed that they are able to determine previously expired domains and they don't count the links.
I have trouble believing it, but that's what he said.
