Repeating Page Title On Bottom Of Page - Bad?

I'm new to High Rankings Forum, but have been following Jill and this forum for a year or so.
Question I have:
A couple years ago we added a field on the bottom of our pages where the page title would repeat.
And obviously page title is keyword optimized.
So bottom of page was programmed to display like this:  "You Are Viewing <page title>"
After reading information last few months about over optimizing keyword phrases on our pages, I am thinking this maybe "over optimizing".
Any opinions on this?

one extra instance of the document title in a "breadcrumb trail" navigation is hardly 'overdoing it', and something that many many documents using a CMS to generate them do as part of the normal functions. Not really a 'big deal' in the grand scheme of things.

Thank you Chrishirst!  I was trying to figure out why we have been stuck on some main search terms, and thought this may be something that was holding us back.
