Updated Webpage, Should I Submit To Google Index?

I updated one of my pages with some text, do i need to submit this page in webmaster tools to the
Index? How often should i submit my pages to the google crawl index?

If the page is crawled and indexed regularly, that isn't necessary. Search Google for the last cache date. If it was pretty recent, they'll pick up the change soon.

cache:domain.com/page.htm

When i do what you said, i get this back, and the changes I made are not on the page, is that normal??

The text I updated is NOT there in the cache!! Do i need to do anything to get it in the cache?? or do I just wait?

The important thing to note is that the page was last cached on September 6, just a few weeks ago. That probably means they're going to crawl it again pretty soon and pick up your changes.
