If you want. It doesn't make a difference to the search engines, but it does make sense for them to be that way.

I am building a bespoke forum for a client and want a little advice, should I make my forum title and topic titles headings?

 

I am thinking that they should be h2 headings. forum titles do have keywords which the client wants to target and the user created topics may have good keywords also. 

 

Just looking for advice.
