I've been analysing a number of our competitors and was interested as to how a number of very low quality content sites had managed to climb in to strong organic positions.

I was interested to find a pattern in their backlinks which was repeated entries by disgruntled customers on complaint sites such as Ripoffreport.

These sites as far as I can tell carry a fair amount of authority and therefore being linked to from them seems to be boosting rankings.

Seems a rather absurd situation and I doubt if the negative impact resulting from the poor reviews outweighs the benefits of strong organic positions.

There was a guy who sold glasses and purposely gave crappy service, just for the links.

He's in jail now.

So am I right in thinking that despite the fact that sites like Ripoffreport are using nofollow they're still passing link juice?

No. If they're nofollow then they're likely not passing PageRank.
