Determining Keyword Competition/keyword Gems

I'm a newbie to SEO and discovered this forum after watching Jill's fantastic videos on Lynda.
A video that really stuck out with me was the video on keyword research and determining keyword competitiveness using the "allintitle" search.
My question is "Does this method still work?" When I try and refine the search to my country or region, it doesn't display the number of times the keyword appears in a search anywhere on the SERP. (Although is does show this info for the wider global search.)
So does anyone have a step by step process they use to determine keyword competitiveness? I have been using the Google KW tool but my understanding that the competitiveness field was related to Adwords bids and not true SEO competitiveness.
So how do I find keyword gems now?
