One million.

However if you have to ask such a question you are getting links for the WRONG reasons.

Well i'm going through alexa.com and aboutus.org and forums and submitting my website and posting it (no spam) and i was wondering if google disapproves when many links occur in on day.

Google is interested in links that are (in their opinion) editorial -- not the kind you create by submitting them, but the kind that people choose to publish because they like what you've published. When you're getting that kind of link, there's really no such thing as too many, because they don't think you're controlling them, so getting a million of them in a day is just an indication that a lot of people are, at that moment, very interested in what you have to say.

Building them yourself, the way you're describing it, is likely to be ignored. Buying them, so they show up one day in the footer of many unrelated pages with the same anchor text, is likely to get you in trouble.

You're wrong on that, because it IS spam to the forums that you are abusing.

They are NOT there for submitting links to!!!
