Is there a cut off time or a time when it is too late to change or rewrite the content on a page that has been published on your website?
If I write content for a page and hit publish and later I read something on HighRanking Forum or Google makes a change, can I go back to the original page & content and make some changes or rewrites to that content ?
What about older pages ( 2-4 yrs old) on my site, can they be rewritten or changed or Freshened and do they get re-crawled ?

It's your site. Of course you can change anything on it, any time you want!

Rewriting for the sake of it is NOT going to do anything at all.What about older pages ( 2-4 yrs old) on my site, can they be rewritten or changed or Freshened and do they get re-crawled ?
Google doesn't "know" a document has been "refreshed" UNTIL the crawler does come back to crawl the URL. If you want a particular URL to be "refreshed" get some decent links pointing to it.
