Optimizing Menu's For Search Engines And The User Experience.

My question is whether or not menu items inside of a drop down hold the same weight as top-level menu items. I've read it's best to use your keywords as menu items. However, I've also read that its most important to concentrate on the user experience - which makes complete sense.
My initial expectation is a CSS drop-down would be fine since its simply a nested unordered list. Is this correct or am I wrong? Is a javascript drop-down a no-no?

And that is the main concern. And doing what is good for users is EXACTLY the kind of thing that SEs want you to do for them.However, I've also read that its most important to concentrate on the user experience - which makes complete sense.
If the menu is created by a javascript it cannot be triggered by search engine indexers (yet)
