I was talking to a client in Brazil who is unable to access my site hosted in the US. He is IT literate and said that there could be some script like an .htaccess file which is geo-blocking IP ranges.....
That is weird b/c my .htaccess has no such rule (now I did add a blocking rule a long time ago but removed it).
Could this just be a once-off or could there be a residual blocking issue here from my previous .htaccess?

Nope .htaccess directives are not cached at all.or could there be a residual blocking issue here from my previous .htaccess?
