Matt Cutts said that this algo change "affects 0.6% of English-US queries to a noticeable degree".
I wonder if that means:
1. Non-English-US queries are not affected to a noticeable degree.
2. More than 0.6% of non-English-US queries are affected.
3. Google hasn't got round to measuring the effect on non-US-queries?

I think that 'Yes' would cover all of those
Though currently the changes has only been applied to search results in English, (though they don't say whether that is real English or the American version )
However reading between the lines, it means that the only people who will actually notice are "rank checkers" and clueless SEOs.
Which of course seems to be a long way towards being proven when you read the empty headed comments on Barry's blog.
