Country Specific Issues With Google

2x websites - .ca & .com
server in Canada
search from within Canada
logged out of Gmail

If I do a search - string widget for sale Ottawa - or any of 12 Canada specific cities SERPs place well for both sites

If I search from "Canada sites only" link the .com essentially disappears across the country results.

In webmaster tools the .ca is associated with Canada
The .com is unlisted.
Both pages are powerful in the same niche.

Effectively G is giving me the right to nominate my "country".
My issue is that Canadians apparently do not link like Americans do in my niche.
My love comes from the USA and my buyers are exclusively Canadian.

Am I old world thinking here?
Social media does not work for me as it attracts the wrong customer - tire kickers who are incredibly time intensive.
Low maintenance alternative solutions are required to gather traffic.
Is linkage from static websites still #1 priority?
My niche is 99% technophobe and mostly over 50 yrs.

I am considering making a hub network of sites which have some country specific and others not.
Each site is its own discrete topic - IE one is a global directory and another is a Canadian assoc of......

Is it time to give up on youse gringos linking back??
A little scary for me.....

With Google.ca you are given a choice
Search generically
or
Search for pages served from Canada.

It used to mean a server located in Canada or a .ca td
Now it is an opt in or opt out for a webmaster to decide.
i am opted out to get links from the USA.
My Canadian niche is not web savvy enough nor big enough to do it on their own.
But now I am not being served as canadian because of my opt out.
It is hurting in my SERPs nationally.
if i opt in i lose my american presence as i am now "foreign" and will show less down south.
Hence linkage drops over time.
its a bit of a yin yang for me.
