In the wake of Panda and Penguin, should we be linking out to more authority sites?

How many outbound links on the Home Page?

Are we going to lose rank juice by using too many outbound links?

Nope. Link to URLs that you are happy for your visitors to go to or see that you recomend them.

Speaking personally, I generally don't link out from the home page of my company's sites, but that's a conversion consideration -- not anything related to SEO. I simply prefer to steer visitors toward the interior pages of my own site rather than sending them off elsewhere right from the home page before they've had the chance to see any of the "meat" of the site.

For internal pages, though, my answers would be the same as Chris's.
