Speaking personally, I generally don't link out from the home page of my company's sites, but that's a conversion consideration -- not anything related to SEO. I simply prefer to steer visitors toward the interior pages of my own site rather than sending them off elsewhere right from the home page before they've had the chance to see any of the "meat" of the site.
For internal pages, though, my answers would be the same as Chris's.
