Is Newsletter Content / Duplicate Content = Bad?

hey folks! i did a search on this topic and i found dated material, please direct me to the right place if appropriate.

my website publishes e-newsletters monthly and it's usually no problem getting permission to run outside articles with links back to author's sites.

i've asked for permission to run an article and the author wants the publicity... "however I do not like to have sites duplicate my content because of the Google Panda and Penguin updates. Sites that share duplicate content get penalized by Google which would hurt traffic to both our sites. I am not sure how to get around this problem...do you have any ideas? Are you familiar with these Google updates?"

i always felt that organic uses of running duplicate content as in outside e-newletters is totally awesome link building... any help?
