Productivity % Question

I’ve heard of a recent situation that has come up, where web developers at a company are expected to have 90% or their time billable for the week (36 hours). If there is not enough client work to make up that time, they are to “come up with” work to do that would benefit the company to make the goal.
I’ve read web developers/designers/programmers tend to be far less productive than that and am curious… Is anyone willing to share their average “productive” time in a day?

I set out to get 3hrs uninterrupted or creative time is toast.
Your sample company is being run by bean counters not creatives.
Do not invest...

I've been reading and/or seeing a varying 3-6 hours per day, your numbers fall in line with that. Hopefully others will chime in as well, as I would like a few opinions.

"The company in question requires 36 hours of productive work per week. This essentially means you get up to 45 minutes to goof off each day and the rest of the time has to be working on something to benefit the company. This could be client related work, answering email, phone calls, research, meetings, sales calls, organizing, washing windows, etc."
