What do you do when clients contact you about the spam they get from other SEO companies telling them they could rank #1 but aren't because the 'right' keywords aren't being targeted, etc?

Tell them it's spam and they should trash it.

Educate them so they know what is important. That way they can spot the BS "experts"

Provide the best possible service to your clients so that they won't want to think about going elsewhere.

After we educate them (yet again) do we then make them sit an examination to become a "Certified Client" ??

Probably not, but I have always found that regardless of what industry/profession I have been working in, actually explaining the whys and wherefores to clients does make them a better client and much more likely to be ameniable to your suggestions and ideas, simply because they do understand that you are actually "on their side" and using your experience and knowledge to help them accomplish their goals/tagets/expectations.
There is nothing worse, or more soul destroying than a client who "knows" that their way is the "right way". After all they have hired you once why not make sure that they WILL keep on using your services, and happy clients are far more likely to pay your invoices quickly than disgruntled ones are.
I really don't see why you have such a "downer" on teaching clients what to expect and more importantly, what NOT to expect.
I'm not advocating that you "give away the farm" or train them to be an SEO "Jedi", but just explain what matters and what doesn't. Get them to look at, and for, the tangible benefits of what you do, rather than the esoteric and ephemeral "metrics" promised by the clueless SEO masses.
SGB PR cannot be put in the bank, and having 'X' number of links doesn't pay their staff whereas SALES do.
