I would like to know off page techniques that can be used in current scenario and which techniques should be completely avoid?

The only way to get links is to have something worth linking to and to get the word out about it.

That's what Google has always looked for and always will.

Anything else is just a trick.

What to avoid?

Spamming blog comments.
Spamming forums for signature links.
"Article" link building
Pointless "press releases"
"social bookmarking".

And "natural" links do NOT just point to one URL.
