As everybody knows there are two ways to prevent url indexing in search engine database one is via robots.txt and other is via meta robots tag but I blocked a url in robots.txt but it shows url in serps.I would like to remove url also from the result. how to do it? and which one is better blocking a url using robots.txt or using meta robots?

There isn't a "better way" per se, both methods will serve the same purpose, the main difference between the two is that blocking a URL using robots.txt will leave PiPs appearing in the index if there are external links pointing to the URL, whereas a "NOINDEX" value for a "robots" meta directive will probably not.

Keep in mind too that it can take many days or even weeks for the page in question to disappear from the index.

I have more success with no index for a folder/directory than a url.

You can remove the offending url from google wmt too, but this too can take quite a while.
