Not based on the quantity of links, but if they are genuine authoritative links, I would say that they would trump a bit of keyword stuffing for sure.

Conversely, if the content was really over the top Spammy and KW Stuffed would/could the source of the incoming links be compromised in any way ??

Not sure I understand. Are you asking if the links would no longer count? Or would the site giving the links be penalized?

My guess would be probably not. Only if the site being linked to was involved in questionable linking schemes.
