I hired a freelancer to build me some back links and he just returned an excel sheet with no good back links (me thinks)
If the link with anchor text is placed on webpage that is not ranked by google (page is not indexed), how he can claim that that webpage is rank 2???
I told him in the beginning that links need to be placed on webpages that were indexed by google at least 30 days before he placed my links on it.
I would post you a few samples but I can't.
Any help I can get is apricatied.

He can claim anything he wants. Doesn't make it true of course.
Exactly!
Also what he "sees" isn't necessarily what anyone else sees, and if he is talking about SGB PR with "a rank of 2" that is completely useless in any case.
