Internal Linking For Directory

Hi,
One of my site needs to implement a 'directory' which remains in line with the core business thought.
Need expert advice on how to add these linked pages as they should not be considered as spam.
The links on each page will be approx 200 and such pages will be in hundreds and increase in future.

Treat them as if they are part of the website.
However the question is: Why would there be 200+ links per page? Is this a resource for users or simply an excuse for link exchanging???
Because if it is the latter they ARE "spam"

I cannot imagine any legitimate business reason to implement such a large directory on a Website unless the Website's business is to be a directory.

The directory is supposed to help the users for getting "categorized" information say by location and 'specific keywords'.
No intentions to spam and not an attempt to exchange links as well.

I would implement a search widget instead of a directory for that purpose.

The directory is supposed to help the users for getting "categorized" information say by location and 'specific keywords'.
Not really sure what the problem is. Just create your categories and your directory. Try not to get too granular with your categories and you should be fine.
