Confusion About Duplicate Url's

Hi All,

Please let me know if you think the below mentioned URL's are considered as duplicates by the search engine(s)

http://example.com/hello
http://example.com/hello.html

Content on the page is same, however one is a directory and other is a page.
Due to technical limitations, there is no possibility of a 301 redirect here.

They are not duplicate URLs but they are creating duplicate content.
