Dynamic Pages To Static - Use A 301?

I have a 5-year old site that was written for me in dynamic pages that have "asp" extensions and URL's that contain the character "+". I want to convert the entire site to static pages, such as "xxxx.htm". In order not to lose their search ranking, do I do a redirect of the old page names or can it be done where the new pages, which are actually statically coded, show up as the same URL names? If I redirect, do I go through a period of lower ranking?

You can publish static pages using the exact same URLs, but it may be a pain to save all that content to files one page at a time.

As long as you do 301 redirects and your site structure (and other stuff) isn't changing, you shouldn't lose any rankings/traffic.
