I read an article from a few years ago that mentioned the benefit of product tagging, is this still a recommended SEO for E-commerce tactic? The article stated that you should allow your customers to tag products with their own keywords. The reasoning was that when you allow users to tag your products, you’ll likely start ranking for slang keywords that you would have never thought of on your own.
If this is recommended, how does a online store owner allow customers to tag products with their own keywords?

But you've got to be careful. As with any user-supplied editing, it is open to abuse. Recently, a bunch of people took exception to certain products offered by a well-known vendor, and tagged them all with the word "Boycott". This rapidly percolated to the top of the "tag cloud", and so was one of the first things a potential customer saw when they visited the page.
You have to decide whether to moderate the tags (and be accused of censorship) or leave yourself open to this kind of negativity.
