I'm sure you have all heard this question before but I'm getting confused now when it comes to Link Building.
In Googles's opinion is it.....
Quality or Quantity that counts?
We have an Seo firm at the moment working for us whom are doing a terrible job, one minute they are saying....
"in there experience is to build high volumes of links at the start of a project as it will have a positive affect on the search engine position"
Then the next minute it is.....
"in there experience it is better to work with small quanites of high quality, relevant links as this will have a positive affect.
So which is it QUALITY or QUANTITY?
Any help would be greatly appreciated as I need to know if I am being ripped off.

Googles PageRank is the most well known way Google assesses links. Your pages PageRank is measured by the PageRank of websites linking to it. It becomes a recursive measure as the websites linking to it get their PageRank in the same way. It's not really a measure of quality but it's one way Google determines how well you rank in the search results.
Last year Google introduced their Panda updates. This is their way to determine quality with regard to content of a website. Poor quality website will not perform as well in search results and will probably not provide valuable links.

For Google it's not about EITHER quality or quantity. It's about naturality. They want to only find and assess links people would place if the search engines didn't care about links. In their way of thinking, the link pool is large enough that "quality rises to the top". However, the ease with which links can be manipulated dilutes the value of their approach.
And, unfortunately, people were already manipulating links before Google even existed. Their dreams of mapping the natural link graph have never been anything more than a foolish notion.

It's more like "trust and authority" over quality and quantity. If you get a few links from trusted sites, it's worth many, many times more than thousands of links on spammy blogs.

In all aspects of business quality always matter first, this does not matter if it is a product or a link to your site. Quality link -> quality content = higher rankings.
