Linking Similar Sites

We make websites for niche businesses but we currently do not provide any link building. So the business has a shiny new site, but no backlinks and they're not ranking as well as they should.

I'm thinking of randomly linking sites together via a 'other resources' page that has links to 50-75 other niche sites. This way when the sites get launched, they'll have some backlinks right out of the box. We have over 10,000 sites right now.

Any downsides to this idea?

The sites are not spammy. The 'link resources' page will be.

Would the search engines, mainly Google, deindex the sites or penalize them?

Lots of webspam slips by Google's radar, so who knows?

I would say, selectively embedding links in a site on a page by page basis that link to a site (or page within a site) that shares the same topic and subject matter should be fine.
Manually add (Link by link) after due consideration is the approach.

No blanket 'A link is a link' approach because that would certainly be Spammy in your case.

I suspect that maybe these Niche Businesses share the same Server and maybe Nameserver and IP.
If so, Google will see any jiggery pokerie quite quickly.
