I check my search engine placement every month for keywords that want to rank well for to see how I am doing. I recently noticed some new competitors showing up and some existing competitors have moved up as well. These competitors have someone doing their SEO work for them. I am small business and I have to do my own SEO work.
This is what I have discovered:
www.examplewebsite.com/biz/city-widget.php
www.examplewebsite.com/biz/city-widgeting.php
www.examplewebsite.com/biz/city-widgeters.php
www.examplewebsite.com/biz/city-widget-making.php
All pages look exactly the same. It looks they save it with a new name and upload it.
My question is.
1)Is this a good idea or dangerous?
2)Is this a good idea if you make each page a little different?

I don't think it's a good practice. If you feel they are not substantially differentiating their content Google encourages you to file a spam report. They will take your feedback and use it to help improve their search results, which may mean you'll see no obvious change or any change may be months down the road. However, competitive SEO needs to take long timeframes into account anyway.

No it's not a good idea to both, it's pretty much a pointless waste of time, and more than likely nothing to do with the "rankings" you see which of course are a complete waste of time checking anyway!
URIs can and do appear "high" in the SERPs simply because they are "new".
URIs move up and down the SERPs ALL OF THE TIME without anything ever been done to the document that can be found at that URI.
You would be better looking at ways to improve and promote your pages than looking for "tricks" you think the "competition" is using.

While it seems awfully spammy, it does in fact work. I'm not sure if I've ever even run across penalization for it.
