My boss wants a regional site's rankings to improve dramatically but does not want more than 2 hours of time spent on it a month, and does not want to pay for any link building. In other words, during 2 hours a month I'm to do a miracle so that our site outranks sites like cars.com, autotrader.com for regional searches.
Any ideas on the best way to do this?

No, because it's impossible. He'd have to spend as much money as those sites spend on marketing, which from what you say doesn't sound like he would be willing to do.

That's exactly what I've been telling him. He doesn't get it. I think I need a new job with a realistic boss.
